Lucila Arboleya is an Economics and Financial Analyst at the International Energy Agency (IEA), within the Energy Supply and Investment Outlooks Division. Her work focuses on clean power investments, financing costs of renewables and policies to attract capital for the clean energy transition in emerging market and developing countries. Lucila is part of the World Energy Outlook team and also works on World Energy Investment (WEO) report at the IEA. In 2020, she led the Power section of the WEI and the country-focus report on Indonesia, as well as co-authoring the India Clean Energy Investment Trends report. Before the IEA she worked for the Energy & Extractives team at the World Bank, working mostly on transmission and renewable power projects. Before that she worked at Castalia – an energy consulting firm in Washington DC – where she worked on various projects, including managing a flagship report on how to attract private sector participation in transmission in Africa. In Uruguay she also worked in business development for a solar company and journalism (on economics, both TV and written). She holds a Master in Public Administration in International Development from the Harvard Kennedy School of Government and a BA and Diploma in Economics from the Universidad de Montevideo.
